Driver
Most often, a clean uninstall and re-install of the Wacom drivers fixes any issue. If possible remove the preferences too (this is an option in "Wacom Tablet Utility").
Tablet calibration
Use the Wacom Preferences Pane to calibrate the tablet. I don't know if your model of Bamboo needs calibration in general., but it's worth checking.
Incorrect "scalings" in OSCulator
Check the Scalings Page (in View menu choose Flip to Scalings Page), and check the parameters for input min/max, and output min/max. What are the values? Is the "Cap" option checked?
Well, since your message I found a new driver (Driver 5.3.7-6 (10.9x - 10.12x)) this morning on Wacom's web site. It seems to me the it wasn't there 3 days ago even it is dated from october… I found it in "Lastest Drivers for Bamboo Pad, Bamboo Pad Wireless (CTH), and One by Wacom". No more Bamboo Pen & Touch section.
