HI My puzzle stems from the fact that the Caps lock that engages Osculator's Wacom output also brings up the keyboard note input window in Logic, which seems to block the Wacom/Osculator pitch midi data, How do I get around this?

Hi Cyclotronx,
If you want to avoid using the Caps-Lock key to lock the Wacom mouse, you can use any keyboard shortcut you may define in the Preferences. Open the Preferences, and go to the Input tab. Click on the "Mouse pointer locking mode" menu drop down button and set the desired keyboard shortcut. You can also use the Wacom tablet without locking the mouse.
